Beaufort County Council's Finance, Administration, & Economic Development Committee and Public Facilities Committee met Monday, August 17 to discuss County finances, infrastructure, public facilities, transportation, parks and recreation, and other projects affecting our community.

These committee meetings are an important part of the County’s work to review projects, funding, policies and community priorities before items move forward to County Council.

Below are some agenda highlights from the meetings.

 

Finance, Administration, & Economic Development Committee

Funding for Beaufort Waterfront Park Moves Forward

  • The Finance Committee approved requests to provide $1 million in ATAX funding and $1 million in HTAX funding for the City of Beaufort's Henry C. Chambers Waterfront Park.
  • The Waterfront Park is one of Beaufort County's most recognizable public assets, and serves as a premier destination for residents and visitors alike.

Recommended Allocations for Local H and A Tax Awards Approved

  • The Committee approved FY26 local accommodations and hospitality tax grant awards. The revenue that Beaufort County receives for local hospitality and accommodations taxes must be used for tourism-related purposes.

Additional Stormwater Solutions Coming to Beaufort County

  • The Finance Committee approved a FY2027 budget amendment supporting Stormwater Utility operations and other County projects, including $3.475 million from the Stormwater Utility Fund balance.
  • The Committee also approved the purchase of property needed for the Royal Pines Stormwater Project. Beaufort County has identified the southern Royal Pines area as an area of known drainage concern, and the
    area was evaluated as part of the Northern Lady's Island Drainage Study completed in May 2024. The purchase is intended to provide a stormwater improvement opportunity while preventing the site from advancing as a potential 75-unit residential development.

Public Facilities Committee

Fishing Piers and Boat Landings Remain a Priority

  • The Public Facilities Committee directed staff to pursue a public/private partnership to explore funding opportunities for the improvements for the Broad River Fishing Pier. The Committee also approved a contract for the demolition and removal of the Wimbee Creek Fishing Pier, due to the poor condition of the support structures.

Sidewalks & Transportation Improvements

  • The Committee approved actions related to right-of-way and temporary construction easements for Safe Routes to Schools sidewalk and multi-use pathway projects, as well as Lady’s Island Corridor traffic improvements. These projects, part of the 2018 Sales Tax Referendum, will move forward.

Beaufort County Airports

  • Several airport-related items moved forward, including acceptance of more than $3.1 million in FAA grants to reimburse the County for property purchases at the Hilton Head Island Airport and approval of a contract for additional hangar facilities at Beaufort Executive Airport.

Community Facilities & Historic Sites

  • The Committee approved funding for the replacement of the mechanical system at the County Administration Building and approved a design-build contract for improvements to the Fort Fremont stairs and rails.
